COMPREHENSIVE SCHOOL IMPROVEMENT PLAN (CSIP)

INTRODUCTION

As a component of the Missouri School Improvement Program (MSIP) review process, all districts are required by the Missouri Department of Elementary and Secondary Education (DESE) to develop a Comprehensive School Improvement Plan (CSIP) that directs the overall improvement of its educational programs and services. Missouri School Improvement Program is entering its 6th cycle and as a result, has new components and expectations for district improvement plans.  The Houston R-1 School District began this process during the 2019-20 academic  year.  The purpose of the CSIP is to prioritize objectives and goals that will be developed and implemented over the course of the next three to five years. It is a plan that centers on the improvement of the district from all perspectives with the major effort on enhancing student achievement and performance levels.

Goal 1

Action Steps

Create and implement a long-range facility master plan by the end of the 2023-2024 school year.

Year 1 (2023-24)

1 - Develop historic schedules of facility improvements 

2 - Establish a facility committee (12-15 individuals)

3 - Conduct an assessment process as outlined by partnering architects or local committees

4 - Following the assessment, create a prioritization list and projected timeline for future projects

5 - Evaluate, investigate, and communicate the debt service levy, operation levy, bonding capacity, and grant opportunities annually to all stakeholders

Year 2 (2024-25)

1 - Include a facilities master plan component on the district stakeholder survey to seek input on the current plan 

2 - Implement the plan derived from Year 1 assessment, prioritization, and timeline work 

3 - Evaluate, investigate, and communicate the debt service levy, operation levy, bonding capacity, and grant opportunities annually to all stakeholders

Year 3 (2025-26)

1 - Implement the plan derived from Year 1 assessment, prioritization, and timeline work, additionally, use survey information to review and revise the plan as necessary from Year 2

2 - Evaluate, investigate, and communicate the debt service levy, operation levy, bonding capacity, and grant opportunities annually to all stakeholders

Goal 2

Action Steps

Ensure all staff salaries, wages, and benefits will meet or exceed districts within the conference and county for the 2026-2027 contract cycle.

Year 1: 2023-24

1 - The Climate and Compensation Committee will meet quarterly to review and analyze current goals and priorities set by the committee

2 - Provide annual Board of Education reports on school (conference and county) comparative data and Climate and Compensation Committee priorities

3 - Conduct exit interviews, analyze responses, and report results to the Board of Education and staff annually

4 - Explore and investigate all funding sources to maximize salary and benefits.  Analyze the use of all funds that can be applied for staff salaries, wages, and benefits.  (i.e. Perkins, Title funds, etc.)

Year 2 (2024-25)

1 - Annually evaluate personnel assignments and programs based on district need

Develop and implement a comprehensive multi-tiered system of support that addresses the emotional and social needs of each student within the district by the end of the 2024-2025 year.

1 - Create a partnership with the National Center for Rural School Mental Health

2 - Implement a school-wide Early Identification System (EIS) screening tool

Year 2 (2024-25)

1 - Continued partnership and implementation with the National Center for Rural School Mental Health program

2 - Based on screening program data, the Social-Emotional Learning (SEL) team and teachers will implement support for identified students

1 - Based on screening program data, SEL team will continue to implement supports for identified students

Goal 1

Strategies - Goal 1

Identify evidence-based instructional practices, provide professional development, and create a plan to implement practices by 100% of the instructional staff by the beginning of the 2024-2025 academic year.

Year 1 (2023-24)

1 - Professional Development Committee (PDC) will host two PD sessions annually on evidenced-based instructional practices and implementation

2 - Teachers will participate in professional development on evidenced-based effective teaching strategies at the district level

3 - Teachers will participate in professional development on implementing evidence-based effective teaching strategies at each student’s developmental level and subject areas

4 - The district will utilize the Network for Educator Effectiveness (NEE) Indicator 1.2:  Cognitively engages students in the content, as a required component of the NEE evaluation process

5 - Utilizing the NEE tool for each teacher to identify an area or strategy to develop

6 - Feedback from instructional leaders on the effectiveness of strategy implementation in the classroom

Provide a safe environment that supports teaching, learning, and student success through the development of a comprehensive Emergency Operations Plan (EOP) by the end of the 2023-2024 academic year.

3 - Develop and conduct district-wide safety assessments

4 - Identify needs and create a prioritization list following assessments

5 - Develop and implement a district emergency operations tool

1 - Provide ongoing training for identified needs and ensure the implementation of effective practices

2 - Assess the effectiveness of the district and building online emergency operations tool and make any necessary edits prior to the 2025-2026 academic year
